With reference to the 6th paragraph of

dia Excellemy's despatch I beg leave to obearvo

that it is not strictly nocurate to any that an

arrangment regarding likin we arrived at in the draft Working Agreement and accepted by the Manchu

Coverament. The reference is doubtless to schedule

D. in which cortain general conditions were laid dom

for regulations to be agreed upon for the collection

of customs duties on dutiable articles received by

one Dection and destined for points in the other

Jection. In the version of Article 37 signed by the

Chinsee negotiator, however, the application of the

rules in schedule D was limited by the woris"whon

ngreed upon between the Hongkong Government and the

Imperial Chinese Govermaant".
